1. Prevention (Based on Risk/Protective Factors)

Prevention can be defined as a collaborative community process to plan and implement multiple strategies that: reduce specific risk factors contributing to tobacco, alcohol, and drug use, and related behavioral problems among youth, and strengthen a set of protective factors to ensure people’s health and well-being.


2. Best Practices
Strategies, activities or approaches that have demonstrated effectiveness
Preventing and/or delaying risk behaviors
Supporting and encouraging healthy behaviors
Making best use of limited resources
Useful for prevention, intervention, and treatment

3. Inclusiveness
PEN believes in the importance of reaching out and including all members of our community in everything that we do.
